1. SEWP Overview

NASA SEWP VI – The NASA SEWP (Solutions for Enterprise-Wide Procurement), pronounced “soup”, provides the latest Information Technology, Communication, and Audio-Visual (ITC/AV) solutions and services for all Federal Agencies and their approved contractors. Created in 1993, SEWP I was the first Government-Wide Acquisition Contract (GWAC) in the federal acquisition space. Originally, the contract vehicle provided only technology products for NASA and all other agencies. SEWP has continually evolved over the past 30 years, expanding its scope to meet the requests of its customers. The SEWP vehicle represents acquisition innovation within the Federal Government. The program is self-funded through usage fees (0.34%) and provides all Federal agencies with acquisition support – more than 50,000 orders a year.

2. Fair Opportunity

The Link Technologies SEWP VI contract is one of multiple awards under the NASA SEWP VI Government-Wide Acquisition Contract. FAR 16.505(b)(1) provides that each contractor shall be given fair opportunity to be considered for each order exceeding $10,000 and issued under multiple award contracts. The FAR states that the method to obtain fair opportunity is at the discretion of the Contracting Officer (CO) and that the CO must document the rationale for placement and price of each order.

Using the SEWP online Quote Request Tool is the recommended method to assist in this activity and to augment the required decision documentation. The SEWP Quote Request Tool (QRT) will automatically include the Contract Holders within a selected Group or based on a suggested source.

A.1.13 Fair Opportunity and Requests for Quotes (SEWP VI contract)

Contractors will be provided a fair opportunity at the individual order level as appropriate per FAR Part 16.505(b), including the SEWP RFQ tools. No documentation for the order selection is required to be submitted with the order. All such documentation is to be maintained by the issuing procurement office. The Contractor shall not market, quote or otherwise offer for sale, any ITC/AV Mission-Based Services or supporting ancillary products not listed under this contract, until the said solutions are included in the SEWP database of record, and available to all Government end-users. If the Government issues a Request For Quote (RFQ) or a Market Research Request (MRR), the Contractor may only respond with items available on their Contract and the price of each item shall be no greater than the price in the SEWP database of record at the time the quote is issued. When submitting a quote to a government end-user, the contractor must clearly state the length of time the quote is valid, and shall honor any order submitted within the stated time period of a quote.

For task orders utilizing Contractor Teaming Arrangements (CTAs), subcontractors, or teaming partners, the specific roles, labor categories, and capabilities of all named team members will be clearly and transparently presented to the issuing agency within the quote.

5. How to Obtain a Quote

Government customers may request a quote for Mission-Based ITC/AV services from Link Technologies under SEWP VI:

  1. SEWP Quote Request Tool (preferred). Submit your RFQ or RFI through the SEWP Quote Request Tool at https://www.sewp.nasa.gov. Select Link Technologies (Contract 80TECH26D1546) as a suggested source, or allow the tool to include all Contract Holders in the appropriate Group.
  2. Direct request. Customers should submit their Statement of Work (SOW) or Performance Work Statement (PWS) to our SEWP sales representative. We will confirm scope, prepare a quote referencing our SEWP VI contract, and clearly state the period for which the quote is valid.

As a Category C services contract holder, any hardware or software products we quote must strictly be ancillary to and in support of the services requirement.

6. Installation, Warranty & Support Policy

Installation

Installation services, when included on a delivery order, are performed by Link Technologies personnel or authorized partners at the location and schedule specified in the order. Site readiness and acceptance criteria are confirmed with the ordering agency at the time of quote.

Basic Warranty

All products carry the manufacturer’s standard warranty. Link Technologies identifies the applicable basic warranty period and terms on each quote and assists the customer in initiating warranty claims with the manufacturer.

Extended Warranty

Extended warranty, maintenance, and support agreements are available as separately priced line items on request and are described on the quote so the ordering agency can select the appropriate level of coverage.

Technical Support and Software Support

Technical support is coordinated through our SEWP support contact. Software support (updates, patches, license management, and vendor escalation) is provided in accordance with the software publisher’s support terms identified on the quote. Where Link Technologies provides services, support is delivered in accordance with the statement of work and service levels in the delivery order.

Other Post-Delivery Issues

Returns, exchanges, defective-on-arrival items, shipping discrepancies, and invoicing questions are handled by our SEWP support contact. Returns are subject to manufacturer return policies; Link Technologies obtains any required return authorization on the customer’s behalf.

7. Order Issues & Post-Delivery Support

To troubleshoot a problematic order (missing or incorrect shipment, delayed delivery, quote or invoice discrepancy, or a product that does not perform as expected):

  1. Contact our SEWP support staff with your delivery order number, SEWP quote number, and a description of the issue. We acknowledge all order issues within one business day.
  2. Escalate to our SEWP Program Manager if the issue is not resolved to your satisfaction.
  3. Contact the SEWP Program Management Office for any issue that cannot be resolved with Link Technologies.

SEWP is designed to provide a broad suite of Information Technology, Communication and Audio Visual (ITC/AV) solutions and services. Technology is ever-evolving and for that reason SEWP’s processes enable our Contract Holders to add new commercial technology and IT services to their contract daily, as requested by our customers. The focus of SEWP is on the full suite of technology offerings that simplify Governmental access and Industry offerings across the entire ITC/AV solutions and services landscape. SEWP is composed of three (3) scope categories; Link Technologies’s awarded category is shown below. Consolidated Service Offerings

Link Technologies supports the following consolidated service offerings under SEWP VI Category C:

11. Ordering Process

The internal ordering process of each Agency varies. The process and accompanying forms for Purchase Requests (PR) and Delivery Orders (DO) that are issued against a SEWP contract is defined by the issuing Agency, not the NASA SEWP Program Management Office (PMO). The typical process is for an end-user to determine a requirement and generate a Purchase Request (PR).

The PR along with any necessary funding information is sent to that Agency’s procurement office which results in the issuance of a DO. Any valid Federal Agency DO form, and the associated Delivery Order number may be used. The NASA SEWP Program Management Office (PMO) does not issue DOs – these must be issued through the issuing Agency’s procurement office. The SEWP Program Management Office (PMO) reviews, processes and tracks issued DOs and forwards them to the Contract Holder(s).

Some Agencies have special requirements for issuing IT Delivery Orders. It is the issuing Agency’s Contracting Officers’ (COs/KOs) responsibility to be aware of any Agency-specific policies regarding issuing orders via an existing contract vehicle and Government-Wide Acquisition Contracts. There are no requirements under the SEWP Contracts for issuing Agencies to use other intermediary procurement offices, except as directed through their own internal policies.

If modifications are made to any order, these modifications must also route through the SEWP Program Management Office (PMO).
